Vice Chairman, Head of Strategy & Consulting Group
With more than 40 years of experience in the commercial real estate industry, including serving as CEO I Canada at Colliers International for 14 years, David assumed the role of Vice Chairman and Head of Strategy and Consulting I Canada on March 31, 2020. In this role, David integrates Colliers’ existing consulting practices into a national Real Estate Strategy & Consulting entity, building on operations to deliver the best real estate solutions for investors, institutions and corporate clients with significant real estate assets and portfolios.
David is highly regarded for his deep connections and innovative business perspective, providing strategy and guidance on best practices in corporate leadership, change management and innovation.
David holds a Bachelor of Commerce in Urban Land Economics from the University of British Columbia and is a member of REALPAC. Consisting of fewer than 100 members, REALPAC is the national industry association dedicated to advancing the vitality of Canada’s real estate sector.
Senior Vice President, Development Advisory
Randy Gladman has 15 years of experience in commercial real estate development, leading projects from initial acquisition through the design, approval, site servicing, construction, and disposition processes. In every project he undertakes, Randy focuses on ensuring project objectives are met in conformity with the client’s strategic goals, thereby building a successful client relationship throughout the project lifecycle. Throughout his career, Randy has assembled and managed development design and approval teams made up of external consultants including civil engineers, planners, architects, surveyors, and lawyers. He is skilled in pursuing required entitlements, including official plan amendments, rezoning, site plan approvals, minor variances, and building permits, to ensure projects proceed to construction. Additionally, Randy has earned a reputation in the industry for fostering strong relationships with municipal staff, community stakeholders, and politicians to expedite project approvals.
A member of the Urban Land Institute, the International Council of Shopping Centres, and NAIOP Commercial Real Estate Development Association, Randy has also authored articles about architecture, urban development and the future of transportation. He earned his MBA at the University of Toronto’s Rotman School of Business in 2006, where he first discovered his passion for land development.

In 2006, Justen joined Colliers as an Analyst with the Unique Properties Brokerage Group. Over the course of two years with Unique Properties he was involved in the underwriting over $200 million worth of transactions ranging from Marinas and Ski Hills to Islands and Timber Portfolios.
In 2007, Justen joined Colliers Consulting as a Planning Consultant. He currently specializes in providing Advisory, Valuation and Strategic Planning services on behalf of Institutional Clients, Developers as well as Government.

My career has focused on Urban Planning and development of a wide range of property types. Work has included feasibility studies, consultant selection and coordination, managing the civic approval process and implementation of construction projects. Working for a variety of client types, my focus is on assiting clients achieve their real estate goals while finding a balance between communiity and private goals. I am a creative problem solver and approach real estate challanges in different ways.
