Project Description

The Grand Lodge of British Columbia and Yukon’s (Freemasons) Vancouver Masonic Centre is located in an area that possesses strong demand for rental and affordable ownership housing. The Freemasons redeveloped the site to offer affordable housing options and engaged Colliers as Development Manager for the project. The redevelopment project features an 18-storey building consisting of a 111,000 SF rental tower and 42,000 SF of commercial space.

Scope of Services

Colliers managed the pre-application development planning process by developing design specifications and coordinating sub-consultant applications, BC Housing financing, rezoning and development permits. Our team was also responsible for managing the construction phase of the development. 


Colliers conducted detailed project feasibility analysis, developed financial models to determine project viability, established financing from BC Housing, and utilized the City of Vancouver’s Rental 100 and Social Housing programs. We prepared community engagement strategies and assembled and coordinated the subconsultants / design team. As the Development Manager, Colliers administered development applications, reports and permitting to successfully obtain planning and construction approvals, tendered project / negotiated with a selected list of contractors, and managed all construction related activities while maintaining the project budgets and schedule.

Jaraad leads the Colliers’ Development Advisory business for Western Canada with a team of 12  staff. He is responsible for all aspects of the business including oversight of the 10 redevelopment projects that are currently under approvals or construction.  Jaraad joined Colliers’ Strategy & Consulting Group in 2015. He has previous experience in urban planning, market research, public policy, real estate strategy, construciton & development work and organizational  capacity building. Jaraad has completed rezoning, construction and occupancy  of 7 various  residential, mixed-use, and commercial projects. His most notable projects include management of the redevelopment of the Vancouver Masonic Centre in Vancouver, which now stands as a 16-storey tower with 150 units of residential and 40,000 sf of commercial space, and the redevelopment of the Canadian Cancer Society’s Centre for Cancer Prevention. Jaraad also oversaw the joint venture redevelopment of Ashley Mar Housing Co-operative with Intracorp Homes and Oxford Properties. That completed rezoning will see the creation of 650 units of housing in Vancouver.
